The HSR program provides an innovative approach to studying the challenges facing the healthcare system and provides evidence to support policy-based solutions. Many of the challenges faced in healthcare result from the choices and behaviors of individual patients and providers. The factors affecting individual decisions are rarely known and the outcomes from these decisions are unclear.
